Program Requirements for Communities
Have a population of 50,000 or less and be located at least 75 km from the core of a census metropolitan area, or have a population of 200,000 or less and be considered remote from larger cities.
Submit an economic development plan supported by a local organization that manages the pilot.
Demonstrate employment opportunities and the capacity to support newcomer settlement.

Federal Government Eligibility Requirements
Work Experience/International Student Exemption
Candidates must have one year (1,560 hours) of work experience in the last three years or
Be a recent graduate from a publicly-funded post-secondary institution in the recommending community.
Language Requirements
Minimum Canadian Language Benchmarks (CLB) based on the National Occupational Classification (NOC) of their job:
– TEER 0 and 1: CLB 6 – TEER 2 and 3: CLB 5 – TEER 4 and 5: CLB 4
Educational Requirements
Canadian high school diploma or equivalent foreign credential with an accredited educational credential assessment (ECA) report.
Settlement Funds
Candidates must prove they have sufficient funds to support themselves and their families during the settlement period, except those already working legally in Canada.
Community-Specific Requirements
Candidates must meet both the federal and community-specific eligibility criteria.
They must find an eligible job with an employer in a participating community.
With a job offer, candidates can apply for a community recommendation.
Upon receiving a community recommendation, candidates can then apply for permanent residence.
